RECOVERY – Region 8 - Leaking Underground Storage Tank (LUST) Project – Timber Lake Municipal Well LUST Site

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS OPPORTUNITY IS AVAILABLE ONLY TO THE EXISTING EPA CONTRACT-HOLDER (EP-W-08-072) THAT HAS BEEN AWARDED A REGION 8 LEAKING UNDERGROUND STORAGE TANK (LUST) REMEDIATION IN INDIAN COUNTRY CONTRACT The purpose of this Work Assignment is to obligate $10,000.00 for preparation of a work plan that shall outline, describe and include the technical approach, resources, timeline and due dates for deliverables, and a detailed cost estimate by task and a staffing plan. The general requirement of the work assignment is to review previous work performed, evaluate on-site remediation system, operation and maintenance of remedial system and conduct a groundwater monitoring and sampling event. Based on the results of the groundwater monitoring and sampling event, the contractor shall make recommendations to meet EPA Region 8's Risk-Based guidelines. A portion of this work will be done at the Pine Ridge Oil LUST site, located on the Pine Ridge Reservation in Pine Ridge, South Dakota. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Underground Storage Tank (OUST) contracts were not awarded as FP contracts, each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OUST contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OUST contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
