The U.S. Army Corps of Engineers (USACE), Wilmington District (SAW), Contracting Office intends to issue a sole source award to Barnhart Crane and Rigging Co. (Barnhart), Memphis, TN via firm fixed price Request for Quote (RFQ), on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for crane and rigging services for the Dredge CURRITUCK. The contractor will provide all equipment, rigging, and labor to lift one (1) hull section of Dredge CURRITUCK (102 long tons) and place on blocks in Ensley Engineer Yard’s Dry Dock. Currituck is currently in Dry Dock at Ensley Engineer Yard in Memphis TN for extensive shipyard repairs. Barnhart is in very close vicinity of Ensley (1/4 Mile). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. The Government will not be responsible for any costs incurred by responding to this notice. In accordance with FAR 5.202(a)(13), the government intends to award a sole source firm fixed price contract after this post. If any other offers are received, they will be considered; however, it is the government’s intent to award a sole source contract Barnhart Crane and Rigging Co. (Barnhart), Memphis, TN. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objectives.
