66--INTENT TO SOLE SOURCE

The US Army Medical Research Acquisition Activity (USAMRAA) intends to solicit and award a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures (SAP), under the sole source authority of FAR Subpart 13.106-1(b) for proprietary semi-prep chiral columns from Regis Technologies. The solicitation is W81XWH-13-T-0235. NAICS 325411/size standard 750. USAMRICD has an on-going experimental design established and verified using these analytical chiral columns containing the proprietary separation matrices of Regis Technologies. (Specific columns are one (S,S)Whelk-O1 250 x 10mm, 5um, and two (R,R)Whelk-O1 250 x 10mm, 5um.) Thus, procuring other manufactured columns and an award to any other source will result in substantial degradation of on-going research protocols and significant cost to the Government which will not be recoverable through competition. Consequently, award to Regis Technologies, 8210 Austin Ave, Morton Grove, IL 60053 will be made. This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal or quotation, which will be considered by the Agency. No cost will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 15 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement.
