The U.S. Army Corps of Engineers, ERDC Contracting Office intends to make award to MMC Materials Inc. on a sole source basis under the authority of FAR 13.106-1(b)(1). Over the past twenty years the local concrete plant owned by Master Mixed Concrete (MMC) Materials, Inc. in Vicksburg, MS has played an integral role in the design process of the specialized CSPC, GUHPC, and 10-12 KSI concrete mixtures. Because the company is local, a quality control technician from the ERDC Concrete and Materials Branch has been on-site to ensure that design parameters are met. All three of these mixtures are very specific, which makes it of critical importance to use the same vendor to duplicate exactly the material and manufacturing process required to produce the concrete targets. Variations in suppliers would require timely and costly material testing and comparison that would introduce variations and inconsistencies with years of experimental results. The NAICS code for this requirement is 327310 (Cement Manufacturing) with a size standard of 750 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
