The U.S. Army Corps of Engineers, ERDC Contracting Office intends to make award to CTS Cement Manufacturing Corporation on a sole source basis under the authority of FAR 13.106-1(b)(1). The Airfields and Pavements Branch (APB) of the ERDC Geotechnical and Structures Laboratory has been tasked by the U.S. Air Force Civil Engineer Center to evaluate a material transfer unit for bulk storage of rapid-setting materials and a bag breaker for the efficient removal of rapid-setting materials for the Airfield Damage Repair (ADR) program. CTS Rapid Set AC Mix is the brand of rapid set fix that has been used in previous Airfield Damage Repair (ADR) experiments. In order to maintain consistency with previous tests, CTS Rapid Set AC Mix will be used. CTS Cement Manufacturing Corporation (CAGE Code: 4NFR3) is the sole manufacturer of the CTS Rapid Set AC Mix. The NAICS code for this requirement is 327310 (Cement Manufacturing) with a size standard of 750 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
