Army Contracting Agency, Southern Region, Directorate of Contracting, Fort Bragg, North Carolina intends to award, on a sole source basis in accordance with 10 USC 2304 (c)(1) and FAR 6.302-1, a contract to Spec Ops, Inc. for RTOC Systems. The RTOC Systems and equipment are unique to Spec Ops, Inc specific product and manufacturer. The items under this purchase are a Brigade Cell and a Battalion Cell, including 4,000 square feet of Bike Track, shipping, Installation and Training. The Brigade Cell i s complete with (1) T-11 Suite, (2) STC Corner Tables, (14) 6ft Tables, (30) Standard Chairs, (10) Ext Cable Kits, (1) 16 x 16 Video Distribution Unit with Quad view, tent, generator or ECU. Fielded with 36 screen Easy Setup display system, a Video Dist ribution Unit and Smart Tables to support 10 operators. The Battalion Cell is complete with (1) RTOC 4200ST, (1) Corner Table, (6) 6ft Tables, (15) Standard Chairs, (6) Ext Cable Kits, (1) 88 Video Distribution Unit. The RTOC 4200ST is a second generatio n of the RTOC 2100ST. The system includes two single chips DLP, XGA resolution projectors at 2300 ANSI Lumens with a contrast ratio of 2000 to 1. The Battalion Cell also includes a 3in x 8in screen, a limited frameset and an aluminum case for transportat ion. A key specification to the Brigade Cell and the Battalion Cell is that they need to integrate/interoperate with the RTOC Systems in the Battle Simulations Center and Brigade Concept Team Division. Positive and reliable communication is vital to the operation of the Corps HQ Staff. This is not a Request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. Determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
