NOTICE OF INTENT TO SOLE SOURCE Solicitation Number: W9127N19Q0083 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 5420 - Bridges, Fixed and Floating NAICS Code: 332312 - Fabricated Structural Metal Manufacturing Notice Type: Special Notice Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole-source, firm-fixed-price supply contract to Acrow Global Limited, Unit 9 Lydney Harbour Estate, Lydney, Gloucestershire, GL 15 4EJ United Kingdom (UK). The purpose of this acquisition is to purchase Mabey Bridge's Compact 200 bridge system to remove the load restriction and increase the design life of the existing fish ladder bridge. Mabey's Compact 200 employs standard, interchangeable steel components to provide robust, rapidly deployed and erected solutions. The Compact 200 can carry using special components to meet Military requirements. Mabey's Compact 200 bridge system utilizes pre-engineered bridge panels, pinned connections, and can be constructed on-site with hand tools. The bridge design must meet the following requirements: a. Panel chord must be in accordance with EN 10025-2 Grades S450J0, and verticals must be Grades S355JR. b. Transonmes must be equivalent to EN10025-2 Grade S355K0 and will be used in universal beam components. c. Deck steel must be equivalent to EN10025 Grade S355JR. d. Channel members must be in accordance with EN 10149 Grade 460MC. e. Ancillaries must be provided in accordance with EN 10025-2 Grade S275JR f. Bolts, nuts, and screws must meet the requirements of one of the following standards: BS 3692, BS 14399, DIN 912, DIN 267, DIN 931, BS 1083, EN 8, EN 3, EN 15, and ISO 898. g. Pins must meet BS 970 Wrought Steel of Grade 709M40 with a minimum yield stress of 800N/mm2. Coating to a minimum of Ford WSS-M21P17-B1 or BS EN ISO 2081 Zn12. h. Spring Circlips must be in accordance to EN 10270 Grade SM. Coated to BS EN ISO 2081. i. Adjustable ramp to adjust the slope for special equipment. Portland District will be utilizing 671st Multi-Role Bridge Company, an Army Reserve component, to install the new bridge at Cascade Island. The 671st Bridge Company will be utilizing the installation as training and will be providing the labor to support the installation. The engineering company has experience working with Mabey's Compact 200 system and is unable to install competitor systems. Market research has shown that purchasing the Mabey Compact 200 as a training exercise for the 671st Multi-Role Bridge Company will provide significant cost benefits to the Government. Since, the 671st Bridge company will be utilizing the installation as training exercise labor to install the bridge will be free, a cost savings of tens of thousands in labor costs. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) - Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 332312 - Fabricated Structural Metal Manufacturing. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 12:00 PM Pacific Time on July 9, 2019, an award will be made without further notice.
