Remanufacture/ Refurbish F402 Engine Compressor Blades

The Cherry Point Satellite Contracting Office, Cherry Point, NC 28533 hereby gives notice of their intent to award a requirements type contract to PAS Technologies Inc, 1234 Atlantic St, North Kansas City, MO 64116-4142, Cage Code: (4GMJ6) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. Market research has determined this contractor is the only source capable of providing the required items. PAS Technologies, Inc. is the only company approved and authorized by Rolls Royce, the engine manufacturer, to perform this remanufacturing process. This includes a proprietary coating process, LW-1N40 flame spray, which must be performed in accordance with the AYC 1378, ECP 3852-R1 and Statement of Work. PAS Technologies, Inc. has proprietary rights to this coating and all procedures relating to this process. The quantity required to fulfill the Government's requirement is estimated to be 1000 each 1st Stage, 1,800 each 2nd Stage, and 2,400 3rd Stage Blades per year for the F402-RR-408B engine program at the Fleet Readiness Center- East . This requirement is for a base year plus four (4) each twelve month option periods. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all quotes received within (15) days after the date of publication of this synopsis will be considered. Interested parties may identify their interest and capabilities to respond to this requirement or submit their quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining to conduct a competitive procurement.
