80--Sole Source for Fuel Tank Self Sealing System

Sierra Army Depot, Herlong, California intends to award, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, a firm fixed-price contract to High Impact Technologies (HIT) of Tigard Oregon. This procurement is for supplies for a Fuel Tank Self Sealing System (FTSS). The FTSS must be capable of externally covering a 5,000 gallon wheeled fuel tanker, survive small arms fire (up to .50 caliber), allow the tanker to deliver its fuel cargo intact in a battle zone without an overburdening weight increase, and be field repairable. HIT is the only source with the technology that has been tested and approved by Aberdeen Proving Grounds. The North American Industry Classification System (NAICS) code for this procurement is 332812 with a size standard 500 employees. This notice is not a request for competitive quotes and no solicitation will be issued. Response to this notice must be received no later than Thursday March 15, 2012, 3:00 p.m. PST. Sierra Army Depot will not reimburse for any costs connected to supplying a response to this notice. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
