NOTICE OF CONTRACT ACTION The Air Force Research Lab (AFRL/RWK), Eglin AFB, Florida, intends to ENTER INTO A NEW SOLE SOURCE contract with American Ordnance, LLC, 17575 Highway 73, Middletown, IA, 52638-9700. This contract is for the acquisition of machining services of PBXN-5 Pellets and Pentolite Pellets. Subject contract is a one-time purchase order anticipated to be awarded before 30 March 2019. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The National American Industry Classification System (NAICS) code for this action is 332993, with a size standard of 1500 employees. Interested firms are invited to submit a response in the form of a Statement of Capability (SOC) which, if received by the response date of this notice, will be considered by the agency. Submission of any of the documents shall be at the contractor's expense. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Air Force has no development funding for this procurement. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5.
