N00164-19-S-NB33- REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - M72 (Lightweight Shoulder-Fired) A8 and A10 rounds - FSC 1310 - NAICS 332993 Issue Date: 21 DEC 2018 - Closing Date: 11 JAN 2019 2:00 PM EST Naval Surface Warfare Center (NSWC), Crane intends to extend a current Indefinite Delivery-Indefinite Quantity (IDIQ) contract to procure M72E8 Light Anti-Armor Weapon (LAW) Fire from Enclosure (FFE) test rounds, M72E10 LAW FFE Anti-Structure Munition (ASM) test rounds, special LAW FFE test rounds, and Low Rate Initial Production (LRIP) quantities of the M72 LAW A8 and A10. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, to NAMMO Talley, Inc., Mesa, Arizona, under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is because the M72A8 LAW FFE and M72A10 LAW FFE ASM are fully developed items with safety and performance requirements currently being substantiated via an extensive Government test program. Similar systems exist but they were determined to be too large, not meet performance requirements, or are not capable of being safely fired from a confined space when the initial requirement became known to the Government. Award to any other source would result in substantial duplication of testing, procurement, evaluation, and certification costs, which is not expected to be recovered through competition. Responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this source sought is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to produce the M72 LAW A8 and A10 rounds required. Responses should include availability, budgetary cost estimate, lead time of the solution, and details of the solution. All interested parties are encouraged to submit company and product literature, a white paper no longer than 20 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This notice is not a Request for Proposals.
