The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to solicit, negotiate, and award a sole source modification to Esterline Defense Technologies (c/o Armtec Defense Products Co.) under the current Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, W15QKN-15-D-0004, which contains five (5) one-year ordering periods. This action is for Combustible Cartridge Cases that support the 155mm M231 & M232-series Modular Artillery Charge System (MACS) Propelling Charge. The 155mm M231 & M232-series MACS consists of two (2) different propelling charges that provide a complete zoning solution for 155mm Artillery applications. The Combustible Cartridge Case is a component of each charge. The Combustible Cartridge Case is a key technology for the MACS because they burn cleanly, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and has a rigid case that allows for automatic handling and loading. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates issuing a modification to contract W15QKN-15-D-0004 to increase the total contract ceiling by $35,850,854.40, from $31,000,000.00 to $66,850,854.40. This action will allow the Government to procure additional Combustible Cartridge Cases under the existing contract. The first delivery order under this increased ceiling effort is estimated to be executed in 4th Quarter, Fiscal Year 2018 (4QFY18). Funds are available for this acquisition.
