Notice of Intent to Award a Sole Source Contract for the Procurement of 120mm Mortars for the Expeditionary Fire Support System (EFSS)

The Marine Corps Systems Command, Quantico, VA intends to award a Five Year, Indefinite Delivery Indefinite Quantity, Sole Source contract to General Dynamics Ordnance and Tactical Systems (DG-OTS), 11399 16th Court North, Suite 200, St. Petersburg, FL, 33716 for 120mm Rifled Mortar ammunition for the Marine Corps' Expeditionary Fire Support System (EFSS.) The specific items are DODIC: CA45, Cartridge, 120mm Mortar High Explosive M1101; CA46, Cartridge, 120mm Mortar Illumination M1105; and CA49, Cartridge, 120mm Mortar Smoke M1103; DWGU, Tail Charge Assembly (TCA) M237. DG-OTS is currently producing these mortars for the Marine Corps under the EFSS developmental contact, and holds patent right to items and possesses unique knowledge and production line capabilities for immediate production of the required item and is therefore the only vendor deemed qualified to provide this item. Estimated contract award date is September 2009. Estimated total contract value is $1! 98,000,000. Deliveries will be required to begin no later than 18 months after contract award. The North American Industry Classification (NAICS) Code is 332993, Ammunition (Except Small Arms) Manufacturing. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 05 March 2009, to Commanding General, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134 or email at [email protected]. Responses received by 05 March 2009 will be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR).
