78--Intent to Sole Source - Spare Pop-up Stationary Target Lifters

Mission and Installation Contracting Command, Installation Contracting Office, Fort Gordon, GA intends to negotiate/award a sole-source contract with Meggitt Training Systems, Inc. for spare parts, target lifters for Range Control on Fort Gordon Georgia. The parts are for existing equipment, Meggitt Stationary Infantry Targets currently on site. There are 4-5 target vendors authorized by TCM-R (Army level Targetry Headquarters). However, once the target vendor is selected at Army Contracting we are compelled to use only Meggitt brand due to the hardware, software, and networking set up on the ranges. All six automated ranges have Meggitt targetry. Other vendor's targets will not work. Proprietary configuration and programming can only be supported by the manufacturer. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. If no affirmative written responses are received by 12:00 noon EST, 28 September 2015, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
