Specific Procurement Notice 22 February 2019 Invitation for Bids for Procurement of "Supply and Installation of a Falling Weight Deflectometer (FWD) including Training, Oversight on Data Collection, Back calculation Analysis of Pavement Layer Moduli etc and Related Services" Ref: MCA-N/RMP/CB/001 1. The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Nepal (the "Government" or "GoN") have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Nepal (the "Compact") in the amount of approximately USD 500 million ("MCC Funding"). The Government, acting through Millennium Challenge Account -Nepal ("MCA Entity" or the "Purchaser"), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids ("IFB") is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. In issuing this Invitation for Bids (IFB), the GoN is represented by the Millennium Challenge Account - Nepal (MCA-Nepal). 3. This IFB follows the General Procurement Notice that appeared in dgMarket on 8 February 2019, UNDB Online on 9 February 2019, and local newspaper "The Himalayan Times" on 13 February 2019. 4. MCA-Nepal now invites sealed bids from eligible entities ("Bidders") for the provision of "Supply and Installation of a Falling Weight Deflectometer (FWD) including Training, Oversight on Data Collection, Back calculation Analysis of Pavement Layer Moduli etc. and Related Services "within 6 months of Base Period and provide training and home office support during three Option Periods. More details on these goods and related services are provided in the Schedule of Requirements and Technical Specifications in the bidding document associated with this IFB (the "Bidding Document"). 5. The Bid shall be valid for One Hundred Twenty (120) days from deadline of submission. 6. This IFB is open to all eligible Bidders who wish to respond. Subject to restrictions noted in the Bidding Document, eligible entities may associate with other Bidders to enhance their capacity to successfully carry out the assignment. 7. A Supplier will be selected under the Competitive Bidding method, the evaluation procedure for which is described in this Bidding Document, in accordance with the "MCC Program Procurement Guidelines," which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. 8.
