38--A sole source modification to the Family of Loaders, Contract W56HZV-05-D-L424, with Caterpillar Defense Products for Instructor and Key Personnel Training

The proposed acquisition is for Instructor and Key Personnel Training (I&KPT) for the newest configuration of the Light Loader, the 924H model, which includes crew armor protection kit for the operator. The training will be accomplished in two phases because the technical manual development is being developed in two phases. The vehicles will be fielded initially with an Operator Department of the Army Technical Manual (DATM), Operator Armor DATM, and a Commercial-Off-the-Shelf (COTS) maintenance manual. A DATM for the maintenance manual and an updated Operator/Maintenance Armor DATM will be developed in phase two. Five different I&KPT classes are included in this effort, three for Phase One and two for Phase Two. Phase One classes consist of the following: an operator class based on the Operator DATM, an operator class for the armor Operator Manual, and a maintenance class based on the COTS supplemented manual. Phase Two consists of the following classes: a maintenance class based on the Maintenance DATM, and a maintenance DATM class for the crew armor protection kit. The Government intends to enter into negotiations, on a sole source basis, with Caterpillar Inc, Defense and Federal Products, Mossville, IL under the authority of FAR 6.301-1, Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Needs". The Government intends to issue a firm fixed price modification to the existing production contract (W56HZV05DL424) with Caterpillar, Inc. incorporating this effort. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
