This is a notice of intent to award a sole source contract to CNH America, LLC for the design and development of an Up-Armored BHL. This Notice is for the purpose of possible subcontracting opportunities only. See Note 22. The Up-Armored vehicle i s intended to protect the operator during Improvised Explosive Device and Unexploded Ordnance clearing missions while having the minimal effect on the operation and effectiveness of the original vehicle. The contractor will design a new cab, either fully armored or capable of accepting removable armor panels, as well as changes necessary for the vehicle to support additional weight and in-cab environmental controls as necessary to meet the soldiers needs. The contractor will produce and install two up-ar mored cabs and any required vehicle upgrades on two prototype vehicles for automotive testing and additional test coupons for ballistic testing. The contractor will also support government tests. Response Date: 15 May 2006. A modification will be issu ed to the existing HMEE Type III contract to CNH America, LLC.
