DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Activity: Department of Veterans Affairs , VISN 04, VA Pittsburgh Medical Center Justification for Other than Full and Open Competition . 2. Nature and/or Description of the Action Being Processed: Th is is procurement for installation of telemetry units on oxygen tanks at University Drive and Heinz divisions of VA Pittsburgh in order to monitor oxygen levels in compliance with The Joint Commission standards . 3. Description of Supplies/Services Required to Meet the Agency's Needs: Installation of telemetry device at each VA Pittsburgh campus will have the following requirements : 1) Installation will be done by certified technicians . 2) Installation will be scheduled with Biomedical personnel. 3) Installation will be scheduled during normal government business days/hours unless other arrangements are made with Biomedical personnel. 4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g) , as implemented by FAR 6.302 . ( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Liquid oxygen is critical to many procedures that take place at this medical center. Telemetric units on the oxygen tanks will allow for alarms to alert to critically low oxygen levels in the oxygen tanks on both VA Pittsburgh Campuses . Alloy Oxygen has serviced VAPHS for all oxygen needs . Currently there are no qualified technicians to install the required equipment at VAPHS and we have firsthand knowledge that this vendor has been technically competent to service this equipment . Alloy Oxygen is familiar with the VAPHS campus . In addition , the oxygen tanks to which the telemetric units will be installed are Alloy Oxygen equipment . Any addition to this equipment not provided by the company may invalidate warranties on the equipment. 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable : N/A 7. Determination by the Contracting Off icer that the Anticipated Cost to the Government will be Fair and Reasonable : We have previous experience with this supplier for oxygen needs. Parts and labo r prices are consistent with t hose previously charged and other vendors that work on similar types of equipment . 8. Description of the Market Research Conducted and the Results , or a Statement of the Reasons Market Research Was Not Conducted: Market Research was not conducted due to t he time frame of services needed. 9. .
