The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis, in accordance with 13.106-1(b), Soliciting from a Single Source, with ECS Case (Becklin Holdings); 3560 Rogue River Hwy; Grants Pass, Oregon 97527. The proposed contract action, a commercial items purchase order in accordance with FAR Part 13, is for procurement of one hundred thirty-two (132) TSC Tote Cases, P/N: 00110978. The purchase order will be issued on a Firm-Fixed-Price basis. To meet the requirements of mission planning support to SOF aviation day-to-day operations, the Special Operations Mission Planning Office (SOMPO) built a mission planning hardware environment that incorporates Dell hardware and compatible equipment peripherals. This environment has been tested to resolve conflicts, utilized in environments which involve safety-of-flight information and proven effective for the past nine years. This equipment is housed in a custom manufactured case which has been designed to meet certain hardware specifications and is custom fit. The case currently in use by the SOF Forces is the same case and custom fit cushion that is addressed in this purchase. The proposed vendor, ECS Case, is the only vendor that can provide the required equipment due to the proprietary nature of the pre-cut cushion designs and the equipment it was designed to house. In addition, the vendor is the Original Equipment Manufacturer of these cases and offers the best value to the Government. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-13-P-0028 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government.
