J--Advance Notice of Intent to Sole Source - Onsite Maintenance and Repair of two (2) RAPISCAN 522B x-ray machines for USAG Vicenza, Darby Military Community

New FFP contract for maintenance/repair and upgrades (including providing the hardware) for two (2) RAPISCAN 522B x-ray machines in support of the USAG-Vicenza in the Camp Darby Military Community. The total estimated value of the proposed action is $6,235.47 (EURO 5,900.00, BUDGET RATE 0.9462). The maintenance/repair and upgrades will involve the following: A. Two (2) specialized computers with Rapiscan 522/B software installed (s/n 70518N01 and 70518N0) at cost of $3,117.74 each; B. Installation, testing, diagnostics and solving any problems (excluding any other replacement parts). The cost for this service is included above. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Reason: Due to the sensitive and complex nature of this equipment the repair and upgrades must be performed on-site and can only be performed by an authorized servicing company. Intelarms S.R.L. in Milan is the only company in Italy that is authorized by the original equipment manufacturer (Rapiscan Systems) to perform maintenance on RAPISCAN devices. Additional: A notice (sole source justification) will be publicized as required by FAR Subpart 5.2 upon award of the contract. This action is a one-time requirement and, therefore, no additional actions are anticipated to increase future competition.
