70--SOLE SOURCE NOTICE OF INTENT

THE GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT FOR CURTISS WRIGHT HARDWARE. BACKGROUND: The Curtiss Wright hardware will provide the Radar Digital Signal Injection System (RDSIS) real-time, high fidelity test capability for the AN/TPY-2 Radar in support of the Ballistic Missile Defense System (BMDS) program. The RDSIS simulates In-Phase and Quadrature (I&Q) digital data at the baseband center frequency in three monopulse channels (sum, alpha, beta) which duplicates the analog-to digital (A/D) converter output from the Receiver/Exciter (REX). The RDSIS injects these I&Q radar returns into the AN/TPY-2 Radar Signal and Data Processor (S&DP) for signal processing. Curtiss Wright is the only vendor that can provide the hardware that simulates RDSIS, real-time, and high fidelity test capability for the AN/TPY-2 Radar. The required items are mission critical and will be used to support the stated requirements. Sensors Test Analysis Requirements and Simulation (STARS) at the Software Engineering Directorate (SED) will not be able to meet customer requirements and will not be able to provide analysis and data for upcoming missile flight tests without this hardware. AUTHORITY CITED- The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. REASON FOR AUTHORITY CITED- CWC Electronic Systems Inc is the only vendor that can provide the hardware that simulates RDSIS, real-time, and high fidelity test capability for the AN/TPY-2 Radar.
