Justification and Approval for Other Than Full and Open Competition Contracting Activity: Utah Army National Guard, USPFO for Utah Description of Action: Award a sole source contract to Raytheon JPS Communications Inc. 5800 Departure Drive, Raleigh, NC 27616 USA (919)790-1011 Description of Supplies/Services: 13- ACU-M w/Network option & case; 13- Cables for ACU to Vertex; 13- Cables for ACU to Military MIC; 13- Cables for ACU to Motorola MTS-1000/2000/HT-1000/XTS-3000/ & 5000 Authority Cited: FAR 6.302-1 Sole Source, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement. Reason for Authority Cited: Listed below are justifications for utilizing the cited authority to contract solely with: Raytheon: JPS Communications 1. This equipment is needed to communicate with civilian authorities during all hazard responses in which UTARNG personnel are being utilized. 2. This equipment will link any type of communication device with another type of communication device, and allow continuous flow of communications. 3. Only one vendor found with the ability to provide this specified package for communications bridges between different communication devices. 4. Potential for different types of devices being used during all hazard events is very likely (i.e: Cell Phones, VHF Radios, 800 Mhz Radios, HF Radios, etc.); this equipment will allow us to link the different types of devices to our devices. 5. This equipment has the only complete set of equipment with specific wires needed for the Joint Operations Center radio operation; which has been found through our thorough research on the internet, also it is the only equipment set that fits all facets of our basic criteria. Efforts to Obtain Competition: Bid was put into GSA Advantage and only one vendor had the equipment in the configuration that has been requested.
