67--Digital Observation Guard (DOG) Camera System

Notice of Intent: Special Notice Closing Date: 11 December 2013, 1:00 p.m. (CST) The Government intends to solicit and negotiate with only one source BCF Solutions, S4 Tech Division, 22831 Silverbrook Center Dr. #135, Sterling, Virginia 20166. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C.2304 (c)(1) as implemented by FAR Part 13.501(a) Sole source acquisition, Only one responsible source and no other supplies or services will satisfy agency requirements. Requirement is for the contractor to provide repair of existing Digital Observation Guard (DOG) Camera Systems and the purchase of additional camera systems and accessory kits. The NAICS code for this procurement is 334418 and the small business size standard is 500 employees. (See (1) attachment-Sole Source J&A). This sole source requirement will be procured under Simplified Acquisition Procedures using other than Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Reference the attached Justification and Approval for Award Decision. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with BCF Solutions, S4 Tech Division. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
