58--Intent to Acquire Using Other Than Full and Open Competition- Spare Parts for Wolfhound Direction Finding Systems

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to contract using other than full and open competition to provide Spare Parts for Wolfhound Direction Finding Systems to the country of Afghanistan under an FMS Case under FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This procurement is to be conducted using FAR Subpart 13.5 procedures. ACC-APG intends to award a firm fixed price type contract to Praemittas Systems LLC , located at 8354-E Terminal Road Lorton, VA 22079. No solicitation document exists. Praemittas is the sole designer, developer and manufacturer of the Wolfhound Systems and is the only source with the knowledge and expertise to work with the Wolfhound System. The proposed contract action is for spare parts for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) calendar days following the date of publication of this synopsis will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals no later than 1700 on 2 March 2015. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
