RFI for Next Generation Multi-Mission Electromagnetic Countermeasures (NG-MM-ECM)

The purpose of this announcement is to request white papers from Industry regarding United States Special Operations Command’s (USSOCOM’s) Next Generation Multi-Mission Electromagnetic Counter Measures (NG-MM-ECM or NG-ECM) requirement. USSOCOM plans to use this market research and conduct capability demonstrations (open-air demonstrations). This will inform SOCOM’s NG-MM-ECM requirements and subsequent development effort planned to begin in FY23. This announcement constitutes a Request for Information (RFI) for informational and planning purposes. Some RFI respondents may be invited to perform in an open-air demonstration upon review of their white paper that is planned for late FY22. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within USSOCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. USSOCOM is seeking interested vendors, or teaming ventures, with the ability to prototype and demonstrate next-generation Multi-Mission ECM capabilities. The Government is particularly interested in industry recommendations and feedback to improve contract requirements, contract structure/type, and performance incentives for a NG-MM-ECM development effort beginning in FY23. Proprietary information submitted shall be appropriately marked. Please note that USSOCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI nor for an open-air demonstration. USSOCOM highly encourages responses from capable businesses of all sizes to include all socioeconomic categories. Reference the attached PDF for additional information concerning this RFI.
