Notification of Sole Source Acquisition of On-Site Maintenance on Ross Survey Equipment, Software & Hardware for the USACE-St. Paul District, Channels & Harbors Section in Fountain City, WI - W912ES-16-P-0035

The U.S. Army Corps of Engineers, St. Paul District, intends to award a sole source purchase order to Ross Labs LLC, 21727 76th Ave W, Ste C, Edmonds, WA 98026-7549, to provide on-site maintenance and calibration services on Ross Survey Equipment for the Channels & Harbors Section, at the USACE Fountain City Service Base in Fountain City, WI. This is a Notice of Intent to issue an award under Other than Full & Open Competition, and should not be considered a request for competitive proposals. The determination not to require full and open competition was met in accordance with FAR 13.106-1(b)(1)(i) and is solely at the discretion of the Government. The determination not to compete this proposed procurement was made because Ross Labs LLC is the only provider on the commercial market that currently possesses the legal and proprietary rights to the maintenance and calibration for the hydrographic survey systems located at the USACE Fountain City Service Base. Ross Labs LLC uses proprietary software and hardware for the survey systems that was originally purchased through them. Information received in response to this notice will be considered solely for the purpose of determining future procurements.
