This is a notice of intent that the Unites States Special Operations Command (USSOCOM) intends to negotiate a sole source to Northrop Grumman-Xetron, 460 W. Crescentville Road, Cincinnati OH for the purchase of 22 Blue Force Tracking Cottonmouth (CM) devices (Part # JY033C000-01A), antenna (Part # 5W-0.31-0.40P-XBM-4-SL Rev E and Part # 0.5R1216P-XTM-4-SL Rev B) and mounting brackets (Part # JY033C125-01) in support the SOF unique COBRA waveform plus Iridium Short Burst Data (SBD) data exchange. This is not a request for offerors. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a)(2)(ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
