61 -- Energy Management Control System

NOTICE OF INTENT TO AWARD SOLE-SOURCE. The USAF Academy intends to award a sole-source Energy Management Control System (EMCS) contract to Siemens? Building Technology, Inc.The Academy?s EMCS is standardized with Siemens Building Technology System?s licensed software and hardware components, which are not compatible with any other brand or EMCS system. The particular use of Siemens for connection to the EMCS is vital to ensure compatibility with the existing and expanding system. The Government has an operating license for the Siemens-owned software. Proprietary information as it relates to this acquisition includes software programs and applications developed and sold by Siemens. All DDC controllers are proprietary (as per patent protection) and this includes the operation source code in each controller. The existing system, which has been in place since 1978, has over 150,000 points and is one of the largest, most complex EMCS systems within the DOD. Therefore, it has been determined that this acquisition will be a follow-on contract for the continued development of a major system. The Sole Source requirement is necessary to maintain continuity of service and to continue to improve the overall system. This requirement will be referenced with solicitation no.: FA7000-07-R-0043. The Standard Industrial Code (SIC) is 3822, the business size is 500 employees, and the North American Industry Classification System (NAICS) code is 334512. This requirement is determined to be available from only one source because of its unique requirements. This Notice of Intent is NOT a request for competitive proposals.
