Mission and Installation Contracting Command, Fort Gordon, GA intends to award a sole-source contract to Foster & Freeman for a VSC 40HD Imaging System for use by the United States Army Criminal Investigation Laboratory (USACIL) at Forest Park, GA. The VSC 40HD is a compact portable color, UV and infrared digital imaging system designed for the differentiation of inks, toners, papers, verification of passports, visas and ID cards and for the general examination of suspect or questioned documents. A Ruggedized Laptop is included that operates through Windows and is easy to use through on-screen menus and commands. Featuring image resolution of 2MP IR sensitive camera image technology with high dynamic range quality at up to x100 lossless digital magnification which is ideal for the examination of second level document examination of forgeries and tampering. The VSC 40HD can expose documents to additional UV and IR wavelengths and is total portable which current FD instruments are not capable. Carrying case and ruggedized laptop make the VSC 40HD capable to deploy anywhere in the world where forensic document examination may be needed. The NAICS code for this requirement 334516. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12.
