The Army Contracting Command-Aberdeen Proving Grounds intends to contract using Other than full and open competition to purchase Field MINICAMS Series 3900 with a Stream Selection System (SSS). The MINICAM is used to select the respective port in the Stream Selection System; pulls an air sample; analyzes the sample, stores the result and allows later retrieval of data log for data processing. Analytical results from each of samples are used to indicate whether or permeation has occurred. In accordance with the authority at FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Accordingly, the ACC-APG intends to sole source this requirement to CMS Research Corporation, 2148 Pelham Pkwy Bldg 400, Pelham, AL 35124-1192.. These commercial supplies are essential to provide near real-time results at Time-weighted Average (TWA) levels and providing the capability of sampling up to 12 samples in sequence. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.The period of performance is expected not to exceed six (6) months. Interested firms may identify their interest and capabilities to respond to the requirement under NAICS Code 334516- Analytical Laboratory Instrument Manufacturing. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.
