66--Notice of Intent to Award a Sole Source Contract to Corporate Consulting Service Instruments

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 1 each CCSI ITEM # 0900-120, MODEL 0900C OZONE CHAMBER WITH QUARTZ ULTRAVIOLET 0-250 PPHM AND OXYGEN GENERATOR FOR CORONA DISCHARGE 10-300 PPM. CLIN 0002 1 each CCSI ITEM # CS0900, REQUIRED CUSTOM STAND FOR 0900 OZONE CHAMBER CLIN 0003 1 each CCSI ITEM # OZD, OREC OZONE DESTRUCTION UNIT CLIN 0004 1 each CCSI ITEM # CPOZC, CRATING AND PACKAGING CLIN 0005 1 each CCSI ITEM # S, SOFTWARE AND LICENSE TO PLACE DATA FROM TEMPERATURE AND OZONE MONITORS IN SPREADSHEET FORM FOR DOWNLOAD TO A PC CLIN 0006 1 each ESTIMATED SHIPPING AND HANDLING CCSI-Inc is the manufacturer of the CCSI-OREC Model 0900 C ozone/accelerated aging chamber which includes the largest inside dimensional working space for large test items. This space is required to accommodate large test items which need heavy weights applied during testing. Each unit is specifically made to the specifications of the requestor. It is manufactured and calibrated by CCSI which maintains ISO 17025 laboratory calibration of the ozone concentrations and temperatures and provides a certificate of compliance. The intended delivery date for the item(s) is May 30, 2009. The Government intends to award a Firm-Fixed Price sole source contract to Corporate Consulting Service Instruments (CCSI). This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500. All responses received within nine (9) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Time, Thursday, April 9, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
