ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Geonics Limited, 1745 Meyerside Dr. Unit 8 Mississuaga, Ontario Canada L5T 1C6 for two Geonics EM38-MK2 Simultaneous Conductivity and Magnetic Susceptibility Meters. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Geonics Limited is the only known source capable of meeting the Governments requirements due to the data collected at unique depths provided by this type of meter. Additionally, archive surveys were conducted utilizing the same meter. The purchase of this equipment will allow ERDC to continue current studies of soil properties and ensure comparability of pervious data. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. CST on 22 May 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
