This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. The purpose of this RFI is to gather Industry's input regarding a requirement supporting the USSOCOM. Special Operations Forces Acquisition Technology and Logistics (SOF AT&L), Program Executive Officer for Special Reconnaissance, Surveillance and Exploitation (PEO - SRSE), Program Manager for Military Departments (PM - MILDEP). Responses to this RFI will be used by USSOCOM, SOF AT&L, PEO-SRSE, and PM-MILDEP to identify potential equipment for participation in the further evaluation of market information and/or ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Scope: Provide USSOCOM with a software based management system for the dissemination and visualization of Non-US entity tracking data as well as device command and control. This software must be capable of providing situational awareness, data collection, geospatial data, and two way communications between multiple satellite, cellular and radio frequency providers. The solution must be releasable under International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) to Non-US Entities, using plain language within an easy to understand web interface. TECHNICAL REQUIREMENTS: • Ability to visualize data on a releasable Graphical User Interface (GUI) such as Google Earth/Android Tactical Assault Kit civilian version (ATAK.civ) using the date time group of the local area. • Solution must operate in low bandwidth environments • Provide a streamlined hardware and software solution to include a centralized database and a single data entry point interface. • The solution shall have primary and backup system for continuity of operations as well as a solution that will feed the Global Command and Control System (GCCS-J). The Non-US Entities will not have access to GCCS-J. • The system shall accept data from various commercial and DoD airtime providers • The system shall allow for Over the Air (OTA) commands to remotely configure devices to include adjust data ping rates, enable/disable emergency capability, and update encryption keys. • The system s provide a user account structure that will allow for multiple level of access control based on user type. User accounts with various levels of permissions to control access to data as necessary. • The system shall allow for adding/updating/removing/cloning/copying of devices, user accounts, as well as provide inventory reports, diagnostic reports that provide historical data analysis. • The system should provide a simple ‘dashboard style interface" that functions are streamlined, simple and opportunities for mistakes are reduced or eliminated. • Provide tools for data filtering and analysis, geofencing, management of devices by groups/units, and historical querying • Provide technical and training support 24/7/365 • Provide over-the-horizon airtime services (Globalstar, Iridium, Cellular, etc.) The Government will evaluate market information provided to estimate potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. The Government intends to discuss in a broad forum some of the program challenges, concerns, ideas, and opportunities. This shall include; Brief (4 - 5 sentence) executive overview of delivered capability, Technical approach (why this approach is superior to alternatives and/or current practice), Effort's perceived benefit (How will this effort improve or replace the state- of-the-art?), Technical risk areas (to include mitigation plan), Performance period, Pricing ROM, Expected deliverables and Any other technical data/information to be conveyed for consideration to include the final deliverable(s) or end item(s). o Paper Size- 8.5 x 11 inch paper o Margins - 1" o Spacing - Single or double o Font - Times New Roman, 12 Point o Microsoft Windows or .PDF format The deadline for this RFI will be 31 JAN 2019; updates will be posted as they become available.
