22--SPECIAL NOTICE TO POTENTIAL OFFERORS

This special notice is being posted to both the Federal Business Opportunities (FBO) website located at www.fbo.gov and the Navy Electronic Commerce On-Line (NECO) website located at www.neco.navy.mil. NSWC Crane Division has an upcoming requirement for the design, development, First Article fabrication and test, and production of Inter-Facility Transportation Equipment (IFTE) Second Generation D5 Rail Cars. There will be a second pre-solicitation site visit at NSWC Crane Division on 16-17 JANUARY from 8 am to 5 pm. This site visit is being conducted in accordance with FAR 10.001(a)(2)(ii) for the purpose of advancing market research efforts. Any verbal information provided during the site visit is to be considered technical interchange during the market research stage in accordance with FAR 10.002(b)(2)(viii). The formal solicitation and its associated Technical Data Package (TDP) shall take precedence. This site visit is intended to provide interested parties with the opportunity to view and inspect one of the Government’s existing IFTE D5 RAIL CARS. Interested parties will be given the opportunity to closely scrutinize an existing railcar. Interested parties are advised they may come into contact with greasy or oily conditions during their review. Please see the attached agenda for more details. Attendance is not mandatory to be considered for award, but it is highly encouraged. Draft copies of the Statement of Work (SOW) and Systems Requirement Document (SRD) have been posted along with this special notice. The DRAFT SOW and SRD are subject to change. The SOW and SRD are part of the TDP. A complete TDP will be available as a part of the formal solicitation. NOTE: The TDP is subject to Distribution Statement D. Access to this document requires contractors to be active in the System for Award Management (SAM) and the Joint Certification Program (JCP).
