NOTICE OF INTENT (NOI) The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to award a sole source, firm-fixed priced contract to Coastal Machinery, LLC for a V-Ditcher attachment. This contract action is for commercial services under NAICS code 336999, Construction Machinery Manufacturing for which the agency intends to award with only one source under Authority, FAR 13.106-1(b), Simplified Acquisition procedures. This requirement is to procure a V-Ditcher attachment for a Marsh Master to aid in the installation of fire line in wetland at the Southeast Idaho National Wildlife Refuge Complex. Coastal Machinery LLC will pack and mark the shipment to comply with contract specifications. Prepare and distribute commercial bills of landing. Deliver the shipment in good order and condition to the point of delivery specified in the contract. Be responsible for any loss of and/ or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract. Furnish a delivery schedule and designate the mode of delivering carrier. Pay and bear all charges to the specified point of delivery. FWS anticipates an award in September 2022 with a proposed delivery date of December 1, 2022 with an estimated total contract value of $25,250. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
