The US Army Futures Command, Combat Capabilities Development Command – Soldier Center (CCDC-SC), Natick Contracting Division, intends to award a firm, fixed-price contract under FAR 13.106-1(b)(1), Only One Responsible Source, and No Other Supplies or Services will Satisfy Government Requirements, for all items listed on the attached Excel spreadsheet. Black and Decker (d.b.a. SWS VidmarLista) was determined to be the only responsible/viable source for this procurement. Market Research has shown that only Black and Decker can provide all of the required items listed above, and therefore the only source that can satisfy the government's requirements for delivery of all the items listed above. A firm-fixed-price contract will be issued. This is not a request for quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice, is solely within the discretion of the Contracting Officer.
