Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Brainlab Exactrac system is used for high-precision radiation treatment to lesions such as brain tumors, spinal tumors, and other well-defined lesions of the body. It uses a combination of infrared cameras with reflective markers and dual stereoscopic x-ray imaging to locate and monitor the patient s position during radiation treatment. This purchase provides the upgrades and labor needed to move our existing Exactrac system from its current location (a linear accelerator being decommissioned) to our new TrueBeam linear accelerator. Estimated Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This project requires the vendor to move existing systems between two radiation vaults and replace parts that are unique to the interface between the Exactrac system and the specific linear accelerator it is being used in conjunction with. Brainlab, as the manufacturer of the Exactrac system, is the only vendor capable of supplying the necessary parts and performing the de-installation / reinstallation of the equipment, and verifying its proper operation. Only Brainlab supplies the parts required for the Exactrac system. Alternative vendors would require a total replacement resulting in 10x the costs. Only Brainlab personnel are properly trained to be able to remove the existing parts of the Exactrac system from their current location and install them in the new location (renovated radiation vault and new linear accelerator installation). Description of market research conducted and results or statement why it was not conducted: Querying the Government-wide database (VIP, NAC, FPDS, &World Wide Web) of contracts and other procurement instruments revealed the OEM Brainlab. I contacted Brainlab who told me that they are the sole proprietary of this equipment and the only company that can perform preventive maintenance, do replacement parts, and upgrades to their system. They also sent a proprietary letter to back up their statement.
