***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: January 7, 2022 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source procurement for the following line items. Location will be for the Central Alabama VA Medical Center,  215 Perry Hill Rd, Montgomery, AL 36109 0001- Bertec Balance Advantage CDP/IVR 0002-Labor - On Site Installation & Training 0003- Bertec Foundations class per attendee 0004- Shipping, Insurance & Handling Estimate The Department of Veterans Affairs, Network Contracting Office 7 located in Columbia, SC intends to issue a sole source firm fixed priced contract to JE Hurley Company, Colorado Springs, CO 80919; the sole authorized vendor for e3 Med-Acoustics. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. A direct award will be made IAW FR 19.406 as the Bertec CDP/IVR system is the only system that allows the use of immersive virtual reality which unlocks endless training and visual assessment scenarios that are impossible with a mechanical surround. The CDP/IVR has a low step-up profile of only four inches this provides easier access for patients suffering from dizziness. This has a dual force plate. The other equipment on the market does not. The IVR allows the ability to create compelling visual conflict from a library of stimuli in real-time. This is not available on any other device.The NAICS code utilized for this procurement is 511210 Software Publishers with a Small Business Size Standard of $41.5 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than January 6, 2022 at 10AM EST. Forward responses by e-mail to Contracting Officer, Joseph Locke. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for the Bertec Equipment in the subject line. All documents submitted will not be returned.
