This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Office of Personnel Management (OPM) has a requirement, in support of its mission, to provide the President's Award for Distinguished Federal Civilian Service for the recognition of distinguished service by civilian officers and employees of the Federal Government. OPM intends to issue a non-competitive award that will result in a purchase order to Northwest Territorial Mint, 5775 Barclay Dr., Ste. 1, Alexandria, VA 22315 to purchase the following medallions: Twenty decoration sets. The medal shall consist of the following specifications: • Material: 10 Karat Gold • Finish: Rose Gold Plated, Buffed Relieved • Weight (minimum): 1025 Grains • Dimensions: o Height (including lug): 1-3/32 inches (REF) o Width: 1-5/8 inches (REF) o Thickness (at thickest point): 0.215 inch +/- 0.010 inch • The reverse shall be flat and suitable for engraving. • The hole through the integral lug shall be 0.090 inch ± 0.005 inch in diameter. • The term (REF) refers to the measurements taken from the Government furnished hub or die. - Suspension ring shall be fabricated from 0.070 inch ± 0.002 inch nominal diameter 14 karat gold wire. The ring shall have an outside diameter of 1/2 inch ± 1/64 inch. - Neck ribbon shall be in accordance with Figure 8 of the general specification. • The ribbon for the pendant drape and service ribbon shall conform to MIL-DTL-11589/124. • Decoration set shall consist of a neck ribbon with shield, rosette, and medal packaged in a presentation case conforming to MIL-DTL-14633, Type XVII with a Type XVII pad. • The rosette shall conform to MIL-DTL-14649/14. The award will provide recognition from the President to civilian officers or employees of the Federal Government for the best achievements having current impact in improving Government operations or serving the public interest. The importance of the achievements to the Government and to the public interest is to be so outstanding that the officer or employee is deserving of greater public recognition than that which can be accorded by the employing agency head. OPM needs to standardize the medallions that are given to the award recipients to ensure that Employee Services, Senior Executive Service & Performance Management's President's Award for Distinguished Federal Civilian Service Awards program is consistent and to preserve the integrity of the award recognition program from year to year; it is in the best interest of the Government to procure these medallions from Northwest Territorial Mint, who is a Certified Provider of the Institute, The North American Industry Classification System (NAICS) Code for this requirement is 339910. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
