NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Automated Weight-Based Inventory Management Announcement No.: 36C24621Q0635 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, open market order for a commercial-of-the-shelf (COTS) Automated Weight-Based Inventory Management System. System currently in use at the Salisbury VAMC is the PAR Excellence Point of Use system. This system uses weight-bin technology to monitor medical supply stock levels. Expansion of the Salisbury Operating Room requires additional point of use location for medical supplies. This requirement will be for turn-key installation, PAR Bins products, accessories, and license fees. The total estimated value is $239,780.34. Market research has been conducted and it has been found that the Automated Weight-Based Inventory Management system currently in use at the Salisbury is proprietary technology to PAR Excellence. According to the manufacturer there are no compatible systems and PAR Excellence is the sole source for this system. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Salisbury VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
