84--Notice of Intent to Sole Source for Ballistic Military Grade Nylon Patches for Ballistic Plates

Sierra Army Depot, Herlong, California intends to award, on a sole source basis in accordance with 10 U.S.C. 2304 and 41 U.S.C. 253 as implemented by FAR 13.106-1(b)(1), Soliciting from a Single Source, a firm fixed-price contract to Ceradyne, Inc of Costa Mesa, CA. This procurement is for heat activated nylon patches. The type of ballistic military grade nylon is proprietary and classified and cannot be given to the public. The type and grade of nylon is specific to the manufacturer and the patches will not properly bond with other manufacturer's ballistic plates covered in similar nylon covering. Ceradyne is the manufacturer of the ballistic plates in need of patching, therefore, this is intended to be a sole source to be given to Ceradyne for the nylon patches. The North American Industry Classification System (NAICS) code for this procurement is 339999 with a size standard 500 employees. This notice is not a request for competitive quotes and no solicitation will be issued. Response to this notice must be received no later than Wednesday March 28, 2012, 3:00 p.m. PST. Sierra Army Depot will not reimburse for any costs connected to supplying a response to this notice. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
