Under the authority of FAR 13.5, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Natick Soldier Research, Development, and Engineering Center (NSRDEC), intends to negotiate and award a contract on a sole source basis with Robert A Denton, Inc., of 2967 Waterview Drive, Rochester Hills, MI 48309, to provide a FOCUS Headform device. The FOCUS headform is solely manufactured by Denton ATD, Inc. it cannot be purchased or procured by any other vendor. The device was developed by USAARL in conjunction with Virginia Tech-Wake Forest Center for Injury Biomechanics and Denton ATD, Inc. It is an extremely unique device and the only one of its kind designed to provide simultaneous force-deflection measurements of the of the face and eyes. This test device will be used in testing to validate equipment and injury levels to be used in standard test methodology development. Nothing herein should be misconstrued as a request for proposal.
