70--Notice of intent to award a purchase order for upgrade of EuroJOC Software on a sole source basis.

This is a special notice that US Army Corp of Engineers, Europe District intends to award a Sole Source, Firm Fixed Price contract to CorVet Systems, 1714 Featherwood Street, Silver Spring, MD 20904 to upgrade and improve the functionality of the EuroJOC software. EuroJOC is a computer program developed for and used by USAREUR and Europe District to prepare the Independent Government Estimates for Job Order Contracting Task Orders using a unique unit price book, task order management by collecting pertinent data and producing a variety of reports in both the English and German language. All work will be completed within a time-frame of 150 calendar days after the issue of the contract award to be issued under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (b) (1). This notice is not a request for offers, the contractor identified is the only known source for the subject requirement. Responses to the notice will be used to determine if bona fide competition exists only. Any such responses must be submitted in writing and identify contractors interest and capability to respond to the requirement or submit proposals including pricing information. The Government will not pay for any information submitted. All responses from responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. A written solicitation will not be issued. This is a simplified acquisition.
