SSA's Notice of Intent to Negotiate Solely with Adaptive Imaging Solutions, Ltd.

The Social Security Administration (SSA) intends to negotiate solely with Adaptive Imaging Solutions, Ltd., 1911 N. Lamar, Suite 300, Dallas, TX 75202 for the renewal of annual maintenance and support of the proprietary software product, Quantum 2000, PSC Paperless Project with 100 C/PW/O OCR. Maintenance support and updates include the 42 package licenses and the 22 scan stations that were upgraded to one enterprise-wide license; manufacturer’s part number is Quantum 2000 SUP. This software scans and images white mail (disability support documents) received from the public sector into the paperless system. Quantum 2000 is currently installed and operating on machines at the SSA National Computer Center, 6201 Security Blvd., Woodlawn, Maryland. On-site support, as needed, with best efforts to provide a 4-hour response item is also included with maintenance. Under the authority provided in Federal Acquisition Regulation 13.106-1(b), the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Interested parties are invited to submit information concerning their capabilities, experience, and other data pertinent to their ability to maintain Quantum 2000 Software no later than 3:00 p.m. ET October 18, 2008. Pricing data may be submitted. Written responses must provide clear and concise documentation indicating your firm’s capability to provide the proprietary software services. This is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of an evaluation of the information received. No contract award will be made on the basis of responses received; however, this information will be used in SSA’s assessment of capable sources. Responses to this notice should refer to QUANTUM2000FY09. The size limitation for email attachments is 10 megabytes per individual email message. Only email responses will be permitted. If after October 18, 2008 no viable responses have been received in response to this announcement, SSA shall initiate negotiations solely with Adaptive Imaging Solutions, Ltd.
