TECAN ROBOT AND PLATE SEALERS

The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Tecan USA For the purchase additional TECAN workstations and Two (2) TECAN Plate Sealers. The FBI Federal DNA Database Unit (FDDU) currently uses TECAN robotic workstations to aliquot the liquid blood samples onto stain cards. The robotic workstations are used to perform the entire DNA analytical process in am automated fashion. The submission of blood samples submitted to FDDU has dramatically increased and because of this increase the FDDU has a need to purchase additional Tecan Plate Sealers and Robots to retrofit the older systems. The purchase of the additional robots and plate sealers will greatly increase the throughput of the FDDU and will allow FDDU to keep up with the high volume of blood samples being submitted as part of new legislation. Tecan is the only manufacture of the requested items and only the Tecan robots and plate sealers can be integrated into the current DNA analytical process. Any robots and plate sealers must be compatible with TECAN products to use any other products will void existing warranties and service agreements that the FBI FDDU has with TECAN. The Robots and Plate Sealers are only available through Tecan USA.
