This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury?s Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a set-aside competition for the Armed Forces Retirement Home (AFRH) in Washington, DC. The AFRH-W has the requirement for an inventory control system (ICS) to manage the Home?s medical supplies. This requirement also includes warehousing, ordering, tracking, delivering, restocking, reordering, and reporting on the inventory. The contractor shall also provide advisory services on supply management best practices as well as support of the ICS. The contractor shall provide personnel, equipment, supplies, materials, transportation, services and management oversight to accomplish the installation, test, and operation of the ICS at the AFRH-W. The Government will provide working space for the contractor as required. The Government will furnish the necessary subject matter expertise as needed to facilitate contractor performance. All work shall meet or exceed, or be in conformity with the requirements of applicable NSF, JCAHO, CARF, ASME, ANSI, NEC, NFPA, OSHA, EPA, USDA, USPHS, state and local laws and regulations. The contractor shall schedule work to cause the least interference with the normal occurrence of government business and minimal disruption of medical operations. Normal operating hours will be Monday ? Friday from 7:30am ? 4:00pm. In order to set this solicitation aside, BPD needs to ensure that the set aside community is capable of fulfilling the above requirements.
