Notice of Intent to Sole Source

The United States Coast Guard, in accordance with Federal Acquisition Regulation 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to award a firm fixed price contract to IDSC Holdings, LLC dba SNAP ON Industrial to procure sixteen (16) Snap On Tool Boxes containing multiple Snap On tools with laser etched engraving. IDSC Holdings, LLC dba SNAP ON Industrial is the only vendor that provides Snap On Tools to USCG Aviation Technical Training Center (ATTC) for the purpose of providing students tools to perform aircraft maintenance at the Aviation Maintenance Technician “A” School. This sole source synopsis exception to full and open competition is authorized when award to any other source would result in substantial duplication of costs or unacceptable delays (see FAR 6.302-l (a) (2) (iii)). The Product Service Code is 5180 – Sets, Kits and Outfits of hand tools. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Any vendor that believes it can provide the stated product/service can provide supporting documents demonstrating their authorization as a value added reseller, capability and past performance. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within discretion of the Government.
