NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to SEI International Sales Inc, #3 Beaumont House, Hastings, Christ Church, BB15156, Barbados to purchase two each Bambi Buckets Model Number 4453 to include the remote power supply and the protective case. The Bambi Bucket is a specialized bucket suspended on a cable carried by a helicopter to deliver water for aerial firefighting. Each bucket has a release valve on the bottom that is controlled by the helicopter crew. The requested buckets are fitted with a specially designed valve at the bottom that allows for multiple drops and/or variable flow rates. The valve is operated by a remote power supply that requires no electrical interface with the aircraft systems. These buckets will be used with our HH-60M helicopters. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. SEI International Sales Inc. is the only known source that can provide this upgrade to current equipment. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) Code is 423830 and the Small Business size standard is 100 employees based on the U.S. Small Business Administration. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
