Notice of Intent to Award a Sole Source Contract for Hazmin Gas Cylinder Refill

The Department of Homeland Security, United States Coast Guard hereby gives notice of their intent to award a purchase order to ARC N SPARK WELDING, INC (CAGE 1WCT1) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. USCG Base Kodiak Environmental Branch Hazmin Center, Kodiak, AK has requirements to refill various hazardous gas cylinders on a monthly basis. Market research has revealed that ARC N SPARK WELDING, INC (CAGE 1WCT1) has the ability to refill the gas cylinders locally without having to ship cylinders off island. Kodiak Island is located 250 air miles from the nearest major city, there is no road access available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources that are certified to fulfill the requirement may submit an offer along with documentation reflecting they are an authorized to refill hazardous gases and past performance information demonstrating that these items have been successfully supplied to a remote area with minimal lead time and no shipping cost. However, a determination by the Government not to compete with this proposed contract based upon responses to the solicitation is solely within the discretion of the Government. The closing date for this intent to award notice is March 29, 2018 @ 4:00 pm AST. The anticipated award date is on or about April 01, 2018.
