The United States Transportation Command (USTRANSCOM) is seeking information on industry capabilities and potential sources for intra-theater delivery of air cargo from/to aerial ports throughout the CENTCOM AOR. There is no solicitation package at this time. This announcement constitutes a Sources Sought Synopsis/Request for Information and allows interested industry and other parties the opportunity to provide comments for the development of the potential solicitation. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this Sources Sought Synopsis/Request for Information synopsis. Copies of information submitted by interested parties will be reproduced and submitted to a USTRANSCOM team for review and will be used to develop the requirement. USTRANSCOM is seeking information on industry capabilities and potential sources that can provide time definite delivery (24 hrs/48 hrs/72 hrs) of air cargo to/from aerial ports throughout the CENTCOM AOR. The contractor at a minimum will establish a presence at major aerial ports generating cargo. The major ports generating cargo are Kuwait International (OKBK), Balad (ORBD), Al Taqaddum (ORAT), Al Asad (ORAA), and Baghdad (ORBI). As part of that presence, an English-speaking contractor representative capable of obtaining a SECRET security clearance will be available at each location to aid in the identification, processing, and delivery of cargo to include documentation in government tracking systems and manifest cargo against those missions. The projected workload is estimated at 275 to 350 Pallet Position Equivalents (PPE) per day; however, the contractor should be prepared to handle surge operations 500 PPE per day. Other pertinent points: 1. Contractor's Base Operations location is at their discretion. 2. Contractor has the option to implement multi-modal delivery methods. 3. Contractor must be capable of loading/offloading 463L pallets. 4. Contractor shall supply its own MHE and manpower to operate the MHE. 5. Contractor shall ensure all prime and subcontractors maintain FAA and CAA certifications that ensure the safety and security of DOD passengers and cargo. Future requirements may require cargo escorts. 6. Contractor shall develop a tiered pricing structure to support the time-definitive delivery of cargo within 24 hours, 48 hours and 72 hours. USTRANSCOM is asking for industry input and comment on this requirement to include commercial best practices and logistics/transportation management capabilities. All interested parties (to include potential prime contractors, subcontractors, or teams) are strongly encouraged to submit a response to this RFI. Responses should be concise and include the following: 1. Specific details outlining your company's ability to meet the requirements listed above. 2. Provide a cost-per-lb estimate to perform 24-hr time definite commercial door-to-door service from/to these five major locations: Kuwait International (OKBK), Balad (ORBD), Al Taqaddum (ORAT), Al Asad (ORAA), and Baghdad (ORBI). The attached spreadsheet provides the historical cargo volume generated from/to these five locations for the period Jan thru July 2007. Identification of any limitations that would impact your company's ability to perform this service. 6. Your company's experience in providing international time-definitive air cargo service in the CENTCOM AOR that is similar to the scope and complexity of the services described above. 7. Your company's recommended commercial pricing structure for the operation described above. 8. Recommended incentive provisions to motivate performance that will meet or exceed the goals of this effort. 9. Description of company's teaming relationships with subcontractors along with your company's understanding of the aircraft, aircrew, and ground support personnel safety, security, and operational risk management challenges of operating successfully in the region. 10. Question: On point number 3, "Provide a tiered cost per pound estimate to perform 48 hr and 72 hr time definite military assisted port-to-port service from/to these locations", does USTRANSCOM only want rates from/to these locations and not to the locations in point number 2 that include Kuwait and Iraq where the main operations would most likely be placed? Answer: Paragraph 2 locations and Paragraph 3 locations are essentially mutually exclusive; however, the Government does expect there to be mission opportunities originating from Paragraph 3 locations to Paragraph 2 locations.
